Why did they snip his ear?
It's part of the TNR (trap/neuter/release) protocol. Feral cats are trapped, neutered, and release back into the wild/streets/wherever-they-came-from. The ear tip gets snipped to indicate the cat has been neutered. In Wilbur's case, his ear was snipped after he was neutered, and THEN it was discovered that he wasn't so feral after all.
