It's part of the TNR (trap/neuter/release) protocol. Feral cats are trapped, neutered, and release back into the wild/streets/wherever-they-came-from. The ear tip gets snipped to indicate the cat has been neutered. In Wilbur's case, his ear was snipped after he was neutered, and THEN it was discovered that he wasn't so feral after all.
Oooh, I am wondering how things are going for Skootch, Louie and Wilbur!!?? The illustrations are just too precious; I am greedy and want to see new ones all the time!
